Making choice and control a reality for disabled people: Consultation on the Right to Control Trailblazer Regulations

Why are we consulting?

The Right to Control is a significant step towards the goal of equality for disabled people. It is important that we get it right. We will therefore be testing the Right in eight Trailblazer areas from late 2010.

We will be putting in place regulations which will ensure the Trailblazers are able to deliver real choice and control to disabled people. They will also ensure that Trailblazers have flexibility to deal with the challenges, and opportunities, of local implementation. We are consulting on our draft regulations, which are included in the consultation document.

We want to consult with disabled people, their organisations, service providers, local authorities and others in the Trailblazer areas. This is because we want to ensure the regulations provide all the necessary steps to enable Trailblazers to deliver real choice and control to disabled people.

Today the government announces the next step in a radical shake-up of the way disabled people use state funding, by naming the Trailblazer areas which will test the Right to Control.

Right to Control gives disabled adults more choice and control over the state funding they receive – allowing them to shape the support they receive, or take money with which to buy their own services or equipment.

Disabled people in the Trailblazer areas can expect a more personalised service joining up housing, support into work and community care. There will also be extra support and advice to help people choose services and decide how to spend their money.
